At the start of your draw phase you may skip drawing and instead take one random hand card from each of up to two other living players who have cards.

Zhang Liao swaps his draw for a raid, snatching a random card from up to two rivals at once — card-neutral for him but pure denial for them. He excels at disarming whoever holds the key cards and starving the table, fitting a disruptive Rebel or a tempo-stealing Spy. His weakness: targets with empty hands give him nothing, so against a freshly-spent table he often just draws normally.
