Lord only, locked. Your hand limit increases by 2 for every other living Qun-kingdom character — a war-chest of cards no one can force you to discard.

Yuan Shao turns matched pairs into artillery. Scattershot lets him spend any two same-suit hand cards as a Hail of Arrows against the whole table at once, and because it is repeatable he can chain volleys as long as his hand keeps pairing up. He punishes tables that sit on full hands and rewards you for hoarding same-suit junk that other heroes would discard. As Emperor he also runs Bloodline: his hand limit swells by two for every other living Qun character, so on a table thick with free-lances he barely has to discard and Scattershot's ammunition piles up instead of rotting at end of turn. His weakness is that every volley is table-wide — it feeds a Nullification back at no one in particular and, in role mode, can clip an ally as easily as a rival, so a careless Yuan Shao hands the initiative to whoever reads the board better.
