Supply Shortage: delayed card placed on another seat at distance 1. At target's next turn-start they judge — if not Club, they skip their Draw phase. Can be Negated.
A tempo-denial card that reaches any seat, so aim it at a player low on cards or a hero who leans on the Draw phase to fuel combos. Once it lands, their turn opens on a gamble: judge anything but a Club and the whole Draw phase vanishes. Rebels love stacking it on the จักรพรรดิ (Lord) to keep his hand dry while piling on โจมตี (Attack). With only a one-in-four escape, it's a cheap, reliable choke.
Devastating alongside ปล้น (Steal) and ทำลาย (Dismantle): strip their hand, then slam the door on refills so they enter the turn empty-handed. ขงเบ้ง (Zhuge Liang) can Stargaze the top of the deck so the judge isn't a Club, guaranteeing the skip, while สุมาอี้ (Sima Yi) can rewrite an enemy's judgement to make sure it lands.
When it triggers, a single ปัดป้อง (Negate) cancels it outright. If you see it coming, don't hoard cards for next turn's draw — spend your hand now while you still can. Judgement-fixers dodge it best: สุมาอี้ (Sima Yi) can flip his judge to a Club to keep his Draw phase, and ขงเบ้ง (Zhuge Liang) can Stargaze a Club to the top for himself.
